Our question would be what was this artifact’s purpose?

Why would it be made of thin gauge metal and have a small hole punched near the top?

The artifact is a sign farmers would put by the road to let the route man know semen was wanting to be purchased, my grandpa Sam Rupard still had one.  RJ Rupard
